The tracks most certainly terminate at the end of the platform at 10th Street. If they went any further, they would be into the cross-street itself which is open to vehicles and/or into the next block of 7th Avenue which was open to vehicles and is now the home of 10th Street Station's replacement which is under construction. Having tail tracks there would solve some issues though.
