For welfare checks, they only need to have a strong probability that an emergency may have occured or is occuring inside the home to enter. No warrant is required. If the Police are incorrect, they still have the duty to ensure everything was okay inside the home as it was reported to them as a potential emergency. I don't believe they can be "wrong" or have to cover any damages in these cases.
Being this woman had a habit of ordering a pizza everyday and missed for a couple days and the fact that neighbours never saw her leave the house, there is enough to believe something may have occured inside the home.
