If you're going to come back and give me the old and tired downtown east side argument, might as well stop now. Every city has bad areas. Downtown east side is pretty disgusting and is a big problem, but it's such a small area of the city. Downtown East Side does not define Vancouver as a city like you tried to do with your above comment about the garbage.
Walk in Yaletown, Kits, Coal Harbor, Point Grey, Kerrisdale, Commercial Drive, False Creek etc and show me evidence of littered streets. Your argument is ridiculous.

Where were you walking in Calgary that was so dirty? For its size, Calgary has one of the cleaner cores that I've seen, and I've been to several major cities across Canada and the U.S. And I don't think pointing to the more upper class neighbourhoods in Vancouver is solid evidence of what you're saying. I could do the same thing by pointing to neighbourhoods in Calgary like Pumphill and Mount Royal. That's not to say that Calgary doesn't have it's fair share of disgusting areas, mostly in the NE and SE corners of the city, but downtown and most of the surrounding beltline communities, as well as a lot of the newer suburbs are usually pretty nice.
