Pretty clear it's a negative generization of immigrants based on a very small amount of immigrants who are in gangs or running grow opps.
What if we replaced the paragraph with
"The abandoned house is taken over by a gang of
white people, .... who promptly set up a marijuana grow op, and terrorize the community."

Clearly it's a reality that in the late 80s and early 90s, white people were drug dealers who terrorized our communities.
