Not necessaraly. If he lives in Alberta now, he would have the opportunity to change his nationality, and be allowed to represent Alberta in IIHF or IOC sanctioned tournaments. Similaraly, any native Albertan who lives elsewhere could choose to remain Canadian, rather than become Albertan.
