Depends on many things, what model computer?

The fan and heatsink sometimes are a custom unit that work together, so you'd have to replace both, which can be challenging for someone not used to that stuff.

If it's a standard 80mm or 120mm fan, then you can probably just unplug and remove the existing fan from the heatsink and put on a new one.

Assuming it's the fan that's the problem, sometimes I've seen the whole heatsink retention assembly come apart or break, meaning the heatsink isn't even touching the CPU anymore.
