I am not saying they are all drunk or high, I am saying it is an epidemic on indian reserves across this country and it is a problem then need to take care of before they could venture into the types of organized wealth building that 4x4 proposed.
When 30-50% of your population has s significant dependancy or addiction issue, and a 1% post-secondary graduation rate, you need to address these issues before you're able to full develop the great resources for wealth building some bands, such as the Tsuu T'ina, have.
