That would be my assumption. The big ISPs implemented the caps because they knew that the independent ISPs couldn't compete. Slimy move. If an independent like Teksavvy is again free to set their own pricing structure that competes (or undermines Shaw) and Shaw keeps their caps, they'd see a mass exodus.
Hopefully the early reports are true and the CRTC decision is overturned. Sounds promising. I'm hoping that this sham results in some changes at the so-called regulator as they are clearly out of touch.
