By saying questionable, that implies, at least to me, that there is a chance Cutler can come back into the game. Perhaps the Bears were trying not to give away any information. But by doing so they set an expectation (that Cutler can possibly come back). And when Cutler was subsequently shown standing on the sideline, it made it appear that he wasn't even attempting to come back.

Yeah, that certainly does open the door to people assuming he was good enough to play if he wanted to. I think it was probably wishful thinking for the most part, once they went with Hanie it was a moot point anyways as Cutler wouldn't have been allowed back in.
