I remember reading a book on special forces and hostage rescues.

Groups like the FBI hostage record team and the weirdo's down in Fort Bragg all have a mandate of 0 civillian casualties. Even the SAS who have a mandate of no prisoners are extremely careful when it comes to hostages.

Spetsnatz has a somewhat more lofty goal that a 50% survival rate is a good rate of surival.
