I did not go through the entire 5 pages, of what is likely comments (rightful so IMO) questioning the ethics of not just paying off the tickets prior to travel. I mean, whether he has a car or not, if he stays in Canada it will catch up to him at some point.
That said, I can give you some insight behind a situation that just happened to a friend of mine. He was recently pulled over for a traffic infraction. When the police ran his information they found out he had a warrant for his arrest regarding an previous unpaid traffic ticket. Turns out this guy hired POINTS to fight a traffic ticket for him, paid POINTS their fee, but not the negotiated fine on-top of that to the crown. He was taken to processing, where he just paid it and he was free to go.
Logical answer following this is yes, he will likely be flagged a the boarder and detained.
