Is this person perhaps taking transit because he lost his license for a DUI? Are the unpaid fines related to that too?

Because that is a whole other can of worms. If I am not mistaken, DUI fall under criminal code now and can bar entrance to the US. I do know US citizens with DUI's get declined entrance to Canada, unless they do some reform program form or something, after 5 years have elapsed from the offence.
US only has inadmissibility related to "Crimes of Moral Turpitude"... Assault, DUI, and the like won't get you denied entry to the US.

Canada has much tougher inadmissibility laws related to crime. Convicted of anything that equates to an indictable (includes dual) and you are inadmissible to Canada for a period of 10 years after the completion of your sentence (unless you apply for and get rehabilitation from the Canadian consulate after 5 years)
