Except hit and run, no insurance and a few others. Or if the cop decided to give you a "pink" ticket because he felt, in the interest of the public, you needed to see a Justice of the Peace.
Also, Form 21 warrants simply mean you have been found guilty and simply haven't paid your fine (in a nutshell anyway). Again, this only goes for offences like no insurance, hit and run (and a few other traffic offences that I don't recall atm) and all bylaw tickets.
