I think if there is an actual court date indicated on the traffic ticket and he didn't show up for the date, there's a good possibility of a bench warrant being issued. This generally means that your name is in a computer and if a cop comes across you they can detain you.

I would not try to cross the border if you have tickets outstanding, that would be taking a really big chance of making a relatively minor thing into a really bad thing.

Just pay the ticket.
