There will be warrants issued for the transit warrant. They will be Form 21 warrants (commonly referred to as pay-or-stay) which means he can pay his fines to get released, or be put in front of a JP.

Traffic tickets do not go to warrant in Alberta. He will just be unable to access services (registration, licences, ID cards, etc).

Canada does not share information with Mexican authorities, but we do share with the US. If you have a connecting flight through the US, pay before you travel or he will be denied entry to the US (carry proof). If it is a direct flight, go ahead and enjoy your vacation, but you're going to have to take care of the ticket when you land (he will be arrested at Customs by the CBSA). If he can pay, the City Police will attend and he can pay them. If he can't pay, he goes to big boy jail for a while.
