Natalie Portman would actually make a good Harley Quinn, but I believe that Nolan has cast his villain with Catwoman.

No doubt she will attempt to steal something, Batman will confront her, she will get the best of him because he will be awee struck by her feminine grace and big eyes.. then they will play cat and mouse (no pun intended) for the rest of the film.

All the while Bane will be building up in the background and a final confrontation will come down, probably involving Bane using Catwoman to get at Batman in some way..
