That is different from alcohol dependance, which is specifically the issue that the lady in the article had her license suspended for. Abuse and dependance are two distinct things clinically. Nobody flagged her for getting wasted at a wake in this case.
Splitting hairs over her pattern of behavior and overall medical condition shouldn't detract from the bigger question here though, which is how or why the government is able to run a program like this.
