Both. And one testicle per conviction. If you drink, don't drive, it is a really simple concept that saves a lot of lives.

I have never understood peoples inability to call a cab, or not put themself in a position where they need to drive!

If you go boating with your buddies you know that someone has to drive home, so why are you even drinking on the boat in the first place?
