It seems you don't see the difference between reporting and enforcement. Statutory rape is rarely brought to the attention of law enforcement, and it's not exactly feasible to set up a sting operation for it, so enforcement relies heavily on complaints being made. When they're made the laws are quite strictly enforced, at least that's case in the counties with which I am familiar (and they're all quite different in terms of makeup and location, which leads me to believe that this is the norm nationally). Of course there are literally hundreds of cases ever day in which nothing happens, that's the reality with any 'crime' that takes place almost exclusively behind closed doors. However, that doesn't mean that it is not heavily enforced, because as I said previously, enforcement and reporting are different things.
