Even if he wasn't responding the guy was alone at the side of the vehicle. That is a big no no. If the guy decides to have a shootout with a hidden handgun the other cops can only sit and watch as he's right in the line of fire.
Many things were wrong with this arrest, not just the kick in the face.

I don't think that the RCMP ever denied that the whole arrest was incredibly suspect and didn't follow standard procedures.
Hopefully beyond punishing this officer properly this forces the RCMP to revamp their training.
