Basically the decision is up to the record label. They are the ones that edit the songs. The radio station, in most cases, will play the song that is serviced to them. If the label decided it doesn't like the word "bong" then it will edit it.

Some labels want to be as squeeky clean as possible. A song that is offensive to no one has a better shot at maximum exposure. Others are content to let the art stand as it was intended to be.

BTW.
I read today that the lyric in Money for Nothing is a reference to Vince Neil. Makes sense.
