I always thought it was quite interesting that Quebec wanted to leave Canada and those things it perceived as negatives of being in Confederation, however, when they left, they wanted to keep the things they liked.
If I were Prime Minister, I think what I'd probably do is tell Quebec to choose one of the following two options:
1. Leave, and by leave, I mean completely.
or
2. Quit your bellyaching, be a part of Canada, and be treated as equals with the rest of the provinces.
Quebec is one of the few examples in history where a conquered people were allowed to maintain any amount of their "distinctness" by their conquerors.
