Question Graphics card running hot

According to GPU-z my graphics card is running at 71 C idle... goes to about 103 and crashes under load.

I've tried remounting the heatsink (with isopropyl alcohol and Arctic Silver 5) three times and I can't get it lower. Not sure what's going on. The weird thing is that it isn't hotter. I screwed up the remount once and it didn't work at all, so I know the heatsink is at least somewhat working. But it's not completely working either. Any ideas?

Also, in case I have to buy a new one... anyone know anything about the EVGA GTX 460 SSC+ w/ backplate? Huge overclock at 850 MHz and has a lower MSRP than some of EVGA's slower cards.
