How does anyone know he was complying?
I would think that police assume everyone is armed and dangerous and have a procedure on how to remove someone from a car. This guy got kicked in the face, I am confident that is not in the manual. I saw he was on his knees, what I don't know is what it took to get him there. There may have been a lot of yelling, a flash of a shotgun or a bunch of other stuff, none of which made the video. That guy was foolish enough to bring a gun somewhere and fire it, who knows what he did once pulled over by police (assuming he was pulled over, we don't know that either).

What you seem to be missing, is that it doesn't matter what he had on him, or what was done up to the point he was on his hands and knees.
He was on his hands and knees, he was no threat what so ever. Alas the Jedi ability to move and control objects only applies to doors of businesses (unless you're a female from Edmonton), so he couldn't shoot them using a gun with the force mind control.
He was under the control of the police, he didn't have the ability to harm them. Yet, when he was completely defenceless (he did NOT have the ability to protect himself from the boot to the face, and comply with being on the ground), he was violently kicked in the face. He could have said that the officer's father wears high heeled shoes, doesn't matter, the kick is 100% unacceptable.
