I guess you didn't read further into my post where I said that the FBI would have assumed jurisdictional control over this. That control would have been transferred later in the day, long after the local Sheriff's office had established control and begun the investigation. The Feds don't just sit around drinking coffee waiting for something like this to happen. They have to wait for information to come in from local law enforcement and react accordingly. Only after being notified by local law enforcement that an attempt on a member of congress was made and a federal judge was assassinated would the FBI put together a task force to deal with this. The investigation would have begun immediately, without the FBI involvement, and then transferred when the two agencies had a understand what had just happened. There aren't G-men driving around in Crown Victorias wearing bad suits waiting for something to happen and responding to calls. It takes time for them to react and assign the right people for the job. I suspect a lot of those bodies would also be coming out of Phoenix rather than Tucson.
Also, the FBI provides local law enforcement access to many of the same data bases that the feds use. This is part of the NCIC data sharing program started years ago and includes N-Dex and case files. The feds have the advantage of getting quick warrants cross state lines and have the best and bright in specialists and forensic investigators but they still have to rely on local law enforcement to get a lot of things done, especially when a crime just happens.
