The full cut-off fixtures are pretty cheap fixtures. They've had a real problem with bulbs shattering on the major roads where there isn't any cover from the wind (Metis Trail around 128 Ave for an example) and it's because the bulbs aren't secured in the fixture very well. They went cheap for you taxpayers, but it may turn into a bit of a maintenance nightmare when the wind gets bad in the neighbourhood areas.
