First off, I agree with the majority in that I would probably be thankful not to get both tickets and just pay the fine. That said, it really depends how you value that money and the time it would take you to fight the ticket.
As for the cop, he could have given both tickets, just the speeding ticket or none. In his mind not giving the speeding ticket was doing you a favour. That could be because he wanted to write the bigger ticket or because in his mind the demerits are worse then the money. Who knows? I have no issues with cops because like any other job, there are people that do it well and people that do it badly. For me it's no different then any other service I get. When I get someone that does there job badly, I'll gripe and complain and hope to not deal with the person again. When I get someone that does their job well, I would like all people in that position to do the job that way. Like food service staff or sales people there will always be good and bad. Cops just have higher profile work then some of your other service jobs. That and you rarely deal with the same cop twice.
