Because there are some spots where people are prone to do it anyway, so they put signs up to remind you that it is illegal. And yes, u-turns are illegal at traffic lights in Calgary. They are also illegal at alleyway intersections and where there is not an intersection (duh).

With all this confusion in this thread and one contradiction after another how can this possibly be ticketed. It's almost as bad as who has the right of way at an uncontrolled intersection. Nobody seems to know for sure.
