It's an interesting story about why it's there, and you can take a tour - which is pretty interesting, but it's not really an underground city.
In the early days of the city, there were problems with flooding in the low levels of the city, and it got even worse with the introduction of indoor plumbing. Eventually, the city decided that the best solution was to build up the street levels of the lower part of the city, which effectively buried the first floor (or more) of the businesses that were in the area. Over the years, these lower levels were forgotten about until a preservation effort brought it to the public's attention and the tours were eventually started.
