She doesn't work at all and just lives off my uncle. Her parents come over having never ever contributed to the tax system, live here for the minimum required years in order to become a citizen, and now they receive full oas and all the perks of being a senior in canada. Free health care and a multitude of tax breaks for my uncle for being his dependents.

Austrailia has it right. they don't accept immigrants past a certain age to avoid the situation i described above.
