Go to Mark's Work Wearhouse, the Chinook one, if possible. That location has the most stock, especially in boots and will often carry sizes up to 17. Winter boots usually do not come in half sizes, but the usual rule is to err on the low side, so size 13 in this case. This is because the insulating felt packs will pack down over time making the boot have more room. That, and winter boots are often made bigger anyway. If you can't find the right size there, ask them to search their inventory for what other stores might, and they will either call the store and have them sent to that store, or have them put on hold for you and you can go pick them up at the other store.

Warning though, it won't be as cheap as Wal-Mart, et al.
