I don't disagree. I do, however, think that Calgary's downtown is continually improving. More people live there, we have a surprising amount of good restaurants, shopping is improving, etc.
I don't think that it will ever rival the vibrancy of Kensington, 17th Avenue, or Mission for the simple fact that more people live in those areas. But as Bigtime mentioned, it isn't uncommon for the CBD to be a bit sparse after hours in comparison.
