Morrowind was certainly the best Rpg ever on pc. Giant mushrooms for trees ftw !

But it's true that there were also systemic problems that could only be solved by modding. Like the way the enemies leveled with the character - I think Oblivion is much easier to beat with a low level character than a strong character, for example, and you shouldn't have to spend 10 minutes trying to kill a goblin when you're the mightiest sword on the continent. Also the character's leveling system is terrible, because it forces you to avoid using your primary skills since you don't want to level too fast.
Bethesda took a couple of steps in the right direction with Fallout3, but I hope they go further and do what Obsidian did with New Vegas.
Morrowind had its balancing problems too, but it was darker, more alien, much stranger, and more open-ended, and the wilderness actually felt wild. And you could levitate and do teleport magic - for some reason no one flies in Oblivion. Just felt a little flat after the more mystical Morrowind.
