Go to your Control Panel (links at the top of the page "User CP") and go to "Edit Options".

Or just click this link: http://forum.calgarypuck.com/profile.php?do=editoptions

Go to the bottom of the page to Date & Time Options and make sure your time zone is correct and that you have it set to automatically detect DST.

Or ignore me, you're having the opposite problem, the time is correct when logged in, but wrong when not logged in.
