Would my computer be able to handle this game? or would the lag be too much. I love Civ, but don't want to spend the money if it won't work well with my specs. Main thing I see is that my CPU speed is 2.0 and minimum is 2.4, would that be too much of a difference, or does it even matter.

You will be okay with most things on Low. It will still be choppy if you zoom out a lot and scroll around, but it is playable for sure.

The biggest gripe, as I have a similar computer to yours, is that as you move to industrial age and later, the time between turns when it is cranking out all the calculations for the AI will take 3-4 minutes (if not more).
