In my brother's case the foreskin for what ever reason didn't grow at the same rate as the penis. It began restricting flow and made the hoody very painful to pull down to clean.
Frequent cleaning of the area under the hoody is important to prevent infections but, certainly one person might be more prone to infections of that area than another. I suppose it is just like yeast infections with women.
