Then you are naive. I can tell you it happens a lot. There's no proof that the league will go out of their way to ensure one team wins, but they do instruct officials to watch certain players who are frequent offenders of whatever it is the league is trying to crack down on at that particular time.
Not a stretch at all for the league to want its ratings high, hope for a Saskatchewan win, and simply instruct the refs to keep an eye on Browner and Anderson. Tecnically they've done nothing wrong and they certainly wouldn't express their ulterior motives to anyone else.
