Cant deny it happened and what the official saw or didnt see has no bearing on what i am saying.

Whether or not it was a penalty by rule is not for debate, it was.

Pretty clear cut stuff.

Again Im not condemning the official for not calling it, just that by rule it certainly was a penalty.
