That's not set in stone or else you'd see alot more offensive PI called.
A defensive player and offensive player are certainly not equal after 5 yards. The offensive player always has more leeway, he can push somewhat. There's no illegal contact for offensive players for example. It's subject to the interpretation of the ref.
