I can't figure out how to get the Anti-material rifle. According to everything I've read, I should be able to buy it from a specific vendor, but it's never available.

Go to Vault 22 and take an elevator ride. Missing companions seem to appear after that. Worked for Raul, Boone and Veronica for me. ED-E disappeared entirely for me which caused me to not be able to get into Caesar's tent - thus preventing me from progressing the main quest-line entirely. Figured out where ED-E went missing (in Vault 11), so I reloaded a save just before this point and dismissed him.
