Not being able to stop requires some sort of physical and mental addiction. Part of that addiction is withdrawl. Part of it is not.
Weed is not physically addicting but is mentally addicting. But not like coke or heroin or anything.
Quitting weed isn't easy but it probably ranks somewhere in between not being able to stop jerking it every day and being addicted to shoe shopping.

I don't believe withdrawl motivates use. I believe they are two seperate forces, but I don't know the science so I'll research it and get back to you.
