Of course there are going to be exceptions. I think it's painfully obvious we're talking in general terms here, mostly about strugglers that have a general lack of awarness about their surroundings and as such, inconvenience others and make the roads more dangerous in spite of thinking just the opposite.

Guess what, 3 and 4 apply to your "not drive in the right lane with your four ways on like a dope" comment. Your post did not specifically state your added circumstances as you pointed above in response to me. It's great to be able to reply and make it sound like you meant something more in your original post, isn't it?
As well, I don' think I mentioned farm equipment in my list, but great addition!
Edit to add: Also, if some 'dope' as you say is driving in the left lane with his blinkers on and is less aware of his surroundings than a more capable driver, isn't that exactly what you want him to do? His blinkers are notifying you that he is a hazard, as hazard lights are meant for. I'd argue that he has the same right to be on the road as the guy who wants to do 140 in the left lane on a 110 highway.
