I think that the notion of speeding vs. not speeding isn't the issue here. It is passing vs. not passing. Suppose the limit is 100 and you're doing 90, 100, or 110. That's all fine and good and it should be done in the right lane. When cars are merging, move over to the left to make it easier for them to get on and then back over to the right. When you encounter a slower car, pass them on the left and then move back over to the right.
It really isn't about allowing people to speed or playing policeman, it is about driving in the driving lane, and passing in the passing lane. The actual speed that cars are travelling is irrelevant. Enforcing the speed limit isn't the responsibility of anyone but the police. A speeder is going to speed whether they are allowed to pass safely on the left or dangerously on the right. I'd rather see them pulled over by a cop at the next overpass than have people weaving all over the place and passing on the right.
Edit: And I realize that you said that you would move over the right to get away from any potential danger, so don't take this as being directed to you specifically.
