Isn't a certain amount of OT going to happen no matter what, regardless of how many new cops are hired?
Obviously we need some cops on duty 24/7/365, so anyone who is scheduled to work on stat holidays is going to be making OT wages. Then, you add in the fact that the public wants to ensure drunk drivers are kept off the streets, and you're going to probably have more cops scheduled to work on stats like Victoria Day, Canada Day, Christmas and New Year's to run Check Stops.
I've worked at places that had 24 hour operations, and if your regular shift fell during a stat holiday, you'd get paid the OT for working those hours because they needed to keep things running. The OT was just a cost of doing business.
