That's really what I'm taking from it too. In many organizations it can often be the case that the budget base salary goal expense isn't lined up with the demands of the work that needs to be done. I imagine though that it could be difficult for the police to predict these things and hire accordingly as they aren't in control of their own workload. If bodies start piling up from an accelerated gang war then detectives, CSI, et al are going to be taxed and I wouldn't be surprised to see high OT rates.
However if a deeper dive on this reveals that there's a crapload of OT being logged by traffic cops then there might be savings to be had by hiring more cops.
