Well Calgary's problem is two-fold. Not only do we subsidize non-residents in bedroom communities, we also subsidize new developments on the fringes of the city within the ever-expanding city limits. Places like Seattle and San Francisco that are bordered by geographic barriers and other municipalities have to deal with the first but not with the second.
