You can't really pin the blame without knowing who was given control over what, but the fact those palyers were sold for more only tells a small part of the story.

true but a 35m pound profit on players is likely close to what their wages were per season when he was there, none of the players he brought in were big names so their wages wouldn't have been high. The most expensive players brought in were Peter Crouch and Jermaine Defoe, neither of whom have high wages are Spurs and they certainly got raises from when they were at Pompey.
And pompey's wages have always been below the premier league average (which for the last time it was released was 58m pounds, although the average is brought up by Chelsea, United, and Arsenal all being above 100m)
I was just trying to point out that Harry wasn't to blame for their current state, no one knows who was, but it certainly wasn't him
