I think Leonsis hinted about what their really after: an NHL-style cap that has cost certainty. Small market teams are having trouble making money, and even big market teams might be doing okay with their bottom line, but are worried about how much power their players have to dictate trades and manipulate the FA system.
By my count there's five owners that have both NBA and NHL teams (Washington, Philadelphia, New York, Toronto, Colorado). If those guys want an NHL-style cap, and then you add small market teams like Sacramento, Indiana, Milwaukee, Memphis, Charlotte, Oklahoma, Cleveland, Utah, maybe Minnesota and Portland), that's about half the league right there. Some guys will definitely oppose it - Miami, for example. But I think it'll get done.
