As I understand it, you can spank your kids on the butt, with nothing but your hand. The instant you hit them anywhere else or use a weapon of some sort it is breaking the law.

I use both. My daughter (who is 3) gets a 3 minute time out for various offenses. If she refuses to go into time out, we count to 3. If she isn't in the corner by the time we hit 3, she gets a spanked. When we first started this a few months ago, we had to spank her a few times. Now, I only need to hold my hand up with one finger (and not even say "one") before she realizes that she needs to do what she is told.
Some times, spanking isn't warranted. Various stages of toy denial is common in these cases. We remove toys for various time periods, or in extreme cases we make her go and throw her toy directly into the garbage (recycling bin) so she realizes that her actions have permanently lost her the toy. Most of the time, we later remove the toy and put it into our closet etc.
My daughter certainly isn't a perfect child by any stretch of the imagination, but of all the parents I associate with, they all comment on how well behaved she is because she understands that there are consequences to what she is doing. It doesn't mean she always remembers that before smashing a plastic golf club over her brothers head, but that goes with being 3...
