I think a big thing to look at the success of any immigration program is the 2nd generation of immigrants. For example Nenshi appears to be as Canadian as anyone else. As are most of the other children of immigrants who were 5 or younger when they came here. So if after one generation people have integrated into society while retaining aspects of their culture then multi-culturism is working (or is this a melting pot).
I think the issue in France with the Muslim pop is that the children of immigrants are being raised as immigrants and not as citizens of the country. Other than skin colour and maybe different holidays or religious practices you shouldn't be able to tell the difference between children born to immigrants and children born to multi generational canadian families. (aside from being far harder working)
